Why apostrophe and quotation mark is not working?

When I try to type a quotation mark or apostrophe it seems not to be working

How to script without being able to type this 3 chars?
I do need help (tested both on second life viewer and firestorm)

You need to check the character set selected in your Operating System.  That issue is external to SL.  It may be an issue with the keyboard settings.

Then your only course of action must be to either do a live chat with LL support or, if your account is not premium, raise a ticket about it.

Since you say it is also not working on the default Linden viewer, that is your only recourse.
