how or where can I get a simple map of an area with ownership outline only

Under the 'World' menu option, there is a setting that will show all land boundaries/outlines and another there is another one that will color the land for you based on whether it is owned by you, owned by others, for sale, etc....

If you are wanting details about who owns the parcels, you'll need a script for that.
