How to make Bom skin and makeup

So I have two questions because I am fairly new to making BOM items and the two questions are as listed if you could help Me I’ll really appreciate it:

1. How do I make BOM skins? How do I make sure it fits every head?

2.  How do I make BOM makeup or tattoos?
