More Info panel versus Build Menu - Why don't they match?

I see this every once in awhile. A couple times with "my" things although I don't remember which things they were.  But looking at the more info window I would suspect a higher land impact "charge" than what the build menu says and what the tool tips info says.  I suspect there is some logical (well maybe) techie reason for this and so THIS time I am going to ask.   Here is the screenshot.  

 

From the MORE INFO panel I would suspect a cost of 4 li, but it is only rating at 2 LI. So what's the deal oh super smart folks?
