How to drag pictures to a notecard?

Sounds easy right? lol  Well maybe I did something wrong..   The other day I tried it and it worked with no problem.

I am needing to put in 2 pics in a notecard for an app.  So I uploaded 2 from my pc to world as images. 

However, they got put in my textures folder.. not sure if that matters.

 

Anyways, it will not let me drag any of them to a notecard. It gives me the Red Circle NO.

 

I've seen people's photoshop av photoes in notecards before...   so please tell me what I did wrong or now what am I supposed to do to put it in the notecard?    The card and pics are all full perms.

EDIT:  I've tried setting permissions to copy, etc etc.  Still no go

anything you drag into a notecard has to have full permissions for next owner. so even though it's full perms for you, you need to set next owners perms to mod/copy/transfer. or did you already do this and it's still failing for you?

Hello. In your texture folder, click right on the texture : properties > allow everyone to copy

next owner can:  modify > copy > transfer

Close the window, and then just drag the texture into your notecard.
