Static navmesh strange error.

I'm getting strange failures from my NPCs at Brussiac. llGetStaticPath is returning an error status of 1000000, which is 0xF4240, which is documented as PU_FAILURE_OTHER or "other failure". I've never seen this status before. Inputs to llGetStaticPath are valid points within the region. Anyone seen this before?

My NPCs also keep ending up in an area locked out by an exclusion volume and not in the navmesh. May be unrelated or a bug of my own, but it's a new thing.
