failure Failure to Pay notification, L$ debited from account but receiver did not receive credit.

I paid someone soon after buying and receiving L$, and the 2500L$ was debited from my account after I paid them. The receiver did not get the credit, and I received a Failure to Pay notification. This occurred a couple of hours ago, and they still haven't received it, and I haven't gotten it back either. The debit is in my transaction history as well. Anyone know of a way to remedy this?
