Providing that you are a premium member, and do not currently have a Linden Home, you click on the "get your home now" button on your web dashboard (secondlife.com and log in, if not currently logged in).

In the dropdown box for land themes, you can see if "Bellisseria" shows up.  Currently, all the new homes have been taken, but from time to time someone will abandon one, and if you are lucky enough to be checking (or refreshing) the page at that time, you might be lucky to get it. 

More new homes will be coming in the future.  See the following post for official information:
