Calling Billing was a good move, some people have successfully had the block removed by them, even though its not really their job, I guess it depends who picks up the call. You could try again at a different time of day and see if you get a different response.

Submitting another ticket won`t help if the first one is still open, so the only other options i can suggest is to call the main LL number (415) 243-9000 if that is too expensive from your location, some people use Skype to call it, thereby making it a free or much cheaper. Or emailing to support@secondlife.com or fax to (415) 243-9045
