Localization

I try to do  localization of Traditional Chinese for Second Life viewer. Why I do that? because I hope the localization can promote the number of SL resident in my country.And the completeness of translation is about 60-70% for now. 

But I feel so broken when hear the 2.6.3 release...I already re-do the XUI translation 3 times since 2.6.0 (2.6.0 -> 2.6.1 -> 2.6.2). 

My question, is there any easy way to reduce translation work after each official viewer release? and second, When the translation is complete, Where should I submit?

I don't found anywhere talking about it. and can't get supported from the offical web site.  (Yeap, I know the Localization Portal but it look like not work any more.)
