i'm trying to log in, but my loading bar is frozen. what do i do?

i'm trying to log in, but my loading bar is frozen. what do i do? it stops about a sixth of the bar into it. it just keeps flashing and it won't move at all. eventually it tells me to log in on the website, and if that doesn't help, then to get help. obviously, it hasnt helped.

Where does it freeze, does it say above the bar what part it is trying to load?
