Framerate drops

I was wondering if anyone has experienced the following (and of course if someone has an explanation, or even better a solution):

When I start SL (I've used different viewers) I usually get 60fps (capped by my NVidia software, medium-high graphic settings).

When SL is inactive, by opening a webbrowser or any other program, the framerate drops to 20fps or so and it pops back to 60fps when activated again, which was always been the case. But what is (relatively (for a couple of months)) new to me is that when I keep SL inactive for a longer period, which seems to vary between 30 seconds and several minutes, the fps don't come back up again. Sometimes the rate drops to 30fps, sometimes to as low as single digits.

The load on my graphics card doesn't seem to have decreased when this happens, as far as I can see the gpu usage and front bus usage are even 5-10% points higher.

CPU: Intel(R) Core(TM) i7-3770K CPU @ 3.50GHz (3492.05 MHz)
Memory: 16276 MB
OS Version: Microsoft Windows 8 64-bit (Build 9200) compatibility mode. real ver: 10.0 (Build 10586)
Graphics Card Vendor: NVIDIA Corporation
Graphics Card: GeForce GTX 670/PCIe/SSE2

That was a known problem with Nvidia video cards and a Windows 10 update. It's fixed by new Nvidia drivers (yours are getting a bit old.)
