full lips and parted mouth

Either by texture or by an object.  The lips are easy to do with shape sliders.  The slightly parted mouth is also done by being drawn on the skin or applied later as a tattoo. 

It may also be a mesh head that is built that way. 

And then there is the combination of a mesh head plus skin and/or tattoo applied to the head.
