Is there a setting for scrolling speed?

Nope.  But you can try scrolling by placing the mouse cursor at the bottom or top of the inventory window and let it auto-scroll.  I've found that this sometimes results in slow speed, but sometimes in VERY fast scrolling speeds.  It can be awfully annoying when that happens.

An even better way is to use the gear icon at the bottom of the window and open a second inventory window.  Scroll it to where you want to put something, then just drag that item from the first window into the second one.
