If you are Premium, you must first sell or abandon any Mainland or Linden Home you may have, and remove any donations of tier to groups.  You also have to pay any outstanding charges by Linden Lab.  Then you can either downgrade to Basic or delete your account completely.  Your account will not actually be deleted, though, until the end of your paid up membership period.

If you are a free Basic account, when you delete it, it will remain active for a few days, to give you a chance to reconsider.

And in fact, I recommend NOT deleting a Basic account.  Just leave it be, and it will still be here if and when you decide to return to SL.  If you delete it, you lose all your inventory, and if you later want it back, it will cost you $10.
