Terraforming abilities vary, depending on what sort of land you have.

Most Mainland - You can terraform 4m higher or lower than the default setting for your parcel, set by LL when the sim was created. (some Mainland does not allow terraforming at all, such as the Nautilus sims) - If your mainland plot is "naturally" part of a steep hill it is unlikely that can be made flat.

Private Estate land - If you own the sim, you can pretty much do whatever you want, up to 100m higher or lower than the default level you have set for your sim. If you have rented/bought land on a private estate, it is up to the sim owner whether or not they have given permission for you to terraform.
