Hard to say from the pic without knowing what those objects are supposed to be.

At first glance it looks like someone has gone completely OTT with their glow settings on their build

Are you seeing all glow as bad as that or is that location particularly bad?

You can mess with your graphics settings to try and find levels that are more bearable, do you have everything maxed out?

If you can`t find a way to tame it, you can always switch off Glow, in your debug settings (ctrl alts shift S) paste  RenderGlow and set to FALSE
