Explosions don't trigger collision event?

They don't trigger a collision event because that's the way SL works.   See the specification in the wiki entry on llSetDamage -- the object dies without the collision event being called.

How about doing it the other way round?  That is, the grenade collides with someone, sets off particles, fires off an invisible, damage enabled, bullet at the victim, and then dies.
