Country Of Residence Changing

Question

Well, recentley I have been trying to upgrade my account to premium, but the link to paypal isn't working at all. So I tried filling in the credit card details, filled them in all correctly and it's telling me "Card Not Valid" or something like that. Now, I noticed that when I made this account I accidentley filled in my country of residence as "United Arab Emirates", whereas it actually should be United Kingdom. This gave me the idea that it may be the reason that the card won't go through. I would like to know if this would be the reason, and if it is possible to change that location to United Kingdom.
