How do you go about getting permission to use linden land in Blake Sea for a RFL event?

I would like to use http://maps.secondlife.com/secondlife/Blake%20Sea%20-%20Windlass/197/98/27 on June 1st to 8th for a RFL event. I am planning a Regatta for large sailing ships. Is this possible. The island is perfectly set up for this with the large docks and location on the sea.. Please advise if there is a few and how I can do this.
