Running Win8 with Intel HD 4600 graphics I have newest driver tried Explorer & SL browser but cant

Take it to a qualified technician.

Is it pure ATI/AMD, or was it made by someone else? Is it a first revision board? How much VRAM does it have?

What processor are you using? What connection are you using from your monitor? What are the typical (no load and full load) temperatures? Is this a laptop chipset or a full card?

It's unlikely that a place like this will be the best place to solve such general computer problems, especially if you don't know how to find any of the information listed above - we can't really work with you. I'd recommend you pay for a technician to give your computer a look, explain your problem to them and let them test your performance and provide opportunities for improvement.

I thought this issue had been addressed by Intel in a driver update, but perhaps they still haven't fixed the problem. Perhaps someone with more information will see your question and respond. So far, the only fix appears to be disabling "Basic Shaders" in the Graphics tab of Preferences.
