If You make a 100x100 square plane for example, the result is 20000 triangles and 10201 vertices. It's not a rule, but the case in general is, that the number of triangles is about twice the amount of vertices.

How about flat vs smooth shading? Flat (sharp-edged) shading will increase the vertex count to double or more than with smooth shading. You don't want flat shading with cloth anyway, and yoy might find you can do away with the subsurf as well. Your triangle count is past the 21844 where strange thing happen with materials. I don't know if this has any effects on rigging, but it's possible. Try reducing the triangle count (by dissolving edge loops if you really want to keep the subsurf) and see if that helps.
