Can't say I've seen this before, my first inclination would be to suggest that this has nothing to do with Second Life.

Do you use a Third Party notifications application, such as Growl?

Perhaps you're logged into an Instant Messaging application (or social network) that uses notifications that are 'always on top'?

It's also quite possible that your PC has been infected with Malicious software known as Adware - these commonly surf on the back of junk software offering 'thousands of emoticons' or some other cheap ploy. If you suspect this, I'd recommend a clean run of Malware Bytes. Note that proper disinfection of malicious software is best left to experts.
