Unable to pay lindens to any avatar. Keep getting 'failed to pay' message since 11/5/13.

A friend of mine has same problem. When I try to transfer lindens inworld to anyone, it says 'failed to pay'. I tried setting something for sale to buy and that doesn't work either. This has been happening since yesterday. Is anyone else having same issue or know why this is happening.
