Your best bet is to buy your own sim and pay tier directly to LL.  Anyone else will have a mark up.  You can buy a sim on the secondary market a LOT cheaper than from LL.  The cost will be recouped in the tiers you save.

A Sim's price on the secondary market vary.  There is a 150US transfer fee which LL charges the seller that covers changing the estate owner, moving it and renaming it too, if it is all put on one ticket.  The price of the sim over and above that depends on a few other things  If the tiers are paid for several weeks, they will cost more than they will if the tier is due in a few days.  LL doesn't refund tiers, so you will pay your first tier on the next regular due date. So if they are paid to the 28th and you buy it on the 5th you pay more than if they are due on the 10th.  I've bought them from very motivated sellers for as little as the price of the transfer fee + 50US when tiers are due immediately. 

There is a sub forum here where you can check prices.  Also there are several groups you can join where people send out notices of sims for sale, such as For Sale by Owner, Full Transfer - Private Regions, SL Sims to name a few. Check classifieds, market place and regular land search too.

Be sure that when looking at ads and listings that it states that they are selling the "estate rights" or it is a 'full transfer' sale.  Also don't pay any attention to claims of high server class numbers.  There are no more server classes. LL will move a sim to a server that best suits its use and traffic as needed. 

Just like buying RL real estate, unless you have to have it fast, its best to shop around and compare prices.  You can also negotiate the price in many cases.
