Groups and Tag

I know to create a custom tag you must create your own group but my question is:

Do both people need to start a group or can only one? Will the creator of the group be able to create a custom tag for the other person? 

If that made any sense anyones help would be greatly appreciated.

1.) Only one person can create the group and will initially be the Owner. 2.) Yes.

groups always have to at least 2 members. like cant have just 1 member. a group of 1 not allowed by the system

if it only ever have 1 member then after about 24 hours then the group will be autodeleted

so if is a personal group then best to make an alt/second avatar account for yourself and invite to your group. can then guarantee will always be at least 2 members and not risk autodelete if your friends ever do leave your group

If it was deleted it would be a waiste of 100L. they charge to create a group to insure it will be used and not waisted.
