I've had that problem with profile pic display boards at clubs etc. Mine was often blurred while others weren't. There is a Jira on this issue https://jira.secondlife.com/browse/SCR-432?attachmentOrder=desc and you could read this thread also

You can add comments to your post using Options > Edit to the top right of it.
