About land tier payment

Land holdings are always paid monthly, so if you purchase 1/2 sim on March 3, yes you will be billed 125 USD, regardless of your premium account billing rate and date. It may be worth a call to the billing support (or contact Live Chat) to check this out with them.

In reply to your second question: LL always charges your USD balance, not your credit card directly. It's up to you to increase your credit before your due date. Having a CC registered does not entitle LL to charge your bank account, so you have to be careful to have enough on your USD balance for each due date.

your tier billing date and your premium membership billing date are not necessarily the same.  Your tier billing date starts from when you first own mainland.
