Maya 2013 supported mesh skeleton?

Could you define "doesn't seem to work"?  What exactly is the problem you're seeing?

You should be able to open your Maya 2012 (or older) files in 2013 without any trouble.  The exception would be any scenes that are heavily dependent on version-specific scripting.  Opening one of those in a different version could cause some things in the scene to break.  But even in such cases, scene elements that are commonplace, such as geometry, bones, etc., should still work.

Might be another cause for this then. I grabbed the "Standard Sizing" package (https://marketplace.secondlife.com/p/Standard-Sizing-Package/2894727) which I have used with 2012. When I opened the files I got a new joint in the top of the hierarchy (above pelvis) which is located at the base (0,0,0). I don't work with the SL skeleton very often but I was pretty sure that joint shouldn't be there =) I'll investigate it further when I can.
