Sub's open collar not working in a premium member home on a moderate sim?

I cann't get my Sub's collar to work in my premium Linden Home on a moderate sim.  I tried the home's interface that takes you to a web page to tailor it, and made sure the door was unlocked, but that didn't work.

scripts will only work in parcels where scripts are allowed for anyone. See: http://community.secondlife.com/t5/English-Knowledge-Base/Managing-your-parcel/ta-p/700113#Section_.6.10

Or get your sub a collar that also works in no-script zones.

You can't turn on scripts in your Linden Home parcel with the home controls.  Use World/About Land/Options tab.
