Why is my PayPal transaction still pending?

Made a purchase on the marketplace and decided to use Paypal to handle the transaction.  Paypal indicates that the status is Pending and that Authorization from LL is required.  I've used Paypal before and it is always almost immediately processed.  Why is there this hold on the transaction?

Probably only LL can answer that one, you could try calling the toll free billing number or submit a ticket.
