Im trying to get usd off my sl to my debit card and its not letting me at all

You can't. There are only two ways to send USD from your account: (1) to your PayPal account or (2) by wire to a bank account.  You may only use option #2 if you live in a country where PayPal is not available or if you are transferring at least $10,000 (not L$10,000) out of SL.
