cant log into gambling sims and don't live in denied states

I can not log into sims where there is gambling and i dont live in a state that bans it what is up with that.

If you are under 19 years old, or do not have a verified method of payment (credit card or PayPal) on file with Linden Lab, or if your ISP is in a disallowed state (even though you are across the state line in a permitted state), you will not be able to enter a Skills Gaming region. 

Note: If you believe you meet all requirements for access, but are still unable to enter a Skill Gaming Region, please try resubmitting your current billing information and re-logging into Second Life as a first step toward troubleshooting.

And then submit a support case, explaining how you believe that you have met each of the requirements.
