I figured out the function on my own had nothing to do with my RLV. I wish people put more thought b4 answering ?s

Your collar is designed to receive and obey RLV (Restrianed Love Viewer) commands, which can be issued by several of the third party viewers but not by the "official" Linden Lab Viewer.  RLV is very handy for a lot of game applications and is popular for BDSM and in some role play that involves one player voluntarily allowing another to control his/her actions.  You can read more about RLV here >>> https://wiki.secondlife.com/wiki/Third_Party_Viewer_Directory/Restrained_Love

Basically, if you don't want the collar to control you, you can either take it off or follow the instructions in your viewer to disable it.  In Firestorm, for example, you should go to Preferences >>> Firestorm >>> General and UNcheck the box right at the top that says "Allow remote scripter viewer controls".
