    As Perrrie said, there are people who don't want to have payment info with LL, for many reasons. Others cannot - in Brazil the regular credit card is not allowed for international payments, just a fraction of them are internationally valid. This is one common reason to buy L$ from TPEs, even receiving less L$/US$.
