how do i activate Deal Extreme?

I am trying to Create A Store but I keep getting the following message, "Sorry, you do not have sufficient privileges for that action." How do I get sufficient privileges?

I have 2 houses in storage and I used to do various jobs in exchange for a skybox site to put up one of them. My stuff was in my lost and found folder because the club owner couldn't pay the rent. I got kind of used to having a place of my own. SO I WILL WORK FOR SPACE. It doesn't have to be huge, and I am a hard worker and good at getting guests to come to a party. I have experience working for straight, gay, and/or vampire clubs and sims.
