Simple answer really... besides a lazyness to read what the forums are for ... mostly its just they will spam till someone tells them not to then make another account and do it again because they simply don't care... Sorry to be so blunt but .. truth is truth.

A users content can always be moderated and if abusive or a violation of T.O.S. the account can be suspended removing all content and thereby removed and banned from the forums. If you are having a issue with someone file the appropriate abuse report. there is one at the bottom of all forum pages. I hope that helps
