why can't my tenants access the media/audio stream if they have this capability in my group?

I am an estate manager and own a sim that i rent plots out on. Most of the land is part of the main sim, but i have split out individual plots so that some tenants have small islands with their own media/audio stream. I have given these people the capabilities to change this in my group but it remains greyed out to them. Do i have to deed these plots to my group?

Yes.  Land must be deeded to the group in order for group members to have the ability to change media stream information.

The other way to do this is to allow your renters to "own" their land.  Then they have complete control over the land parcel features, like media streams.
