Linden Labs selling parcels that haven't been abandoned?

I have a parcel in Dzalarhons and I noticed a lot of surrounding parcels here and in a region next to mine called Fand have been put up for sale by Linden Lab, but what confuses me is that not only the abandoned parcels were put up for sale, but parcels that had items in them and were owned by people were returned and abandoned by Governor Linden. Does anyone know any reasoning behind this?

I haven't heard of this kind of thing before, but perhaps the tier had not been payed for the land, and LL have taken it back and put it up for sale. Don't know how these things are done, though, so I might be wrong.
