You could open a support ticket but there are still a couple things you could try first.  Have her check her email spam folder as proposal emails will often get flagged as spam.  If she can't find it, have her log into her Dashboard and then Account - Partners.  Hopefully she will be able to accept your proposal there.   If that fails then a support ticket is probably the next step.
