Can another layer be created on my avatar?

I purchased some eye makeup and lipstick only to find I could use one and not the other at the same time. As it stands, they're considered tattoos. Can I create another layer to utilize both purchases at the same time?

There is no add feature on the dropdown menu. Just delete, edit, wear and takeoff.

If it helps, I am using a Phoenix viewer.

You should be able to.  Instead of choosing Wear from the drop down menu, choose Add. 

ETA: Thanks for editing your thread with additional info.  The others are correct of course (only smart people here on Answers!)  You will need to move to one of the next generation viewers that have multi-layer support

Phoenix doesn't support multiple layers, so you need to use another viewer which supports multiple clothing layers like officila v3, Firestorm and so on.

Phoenix only supports one tattoo layer at a time. If you use Firestorm, LL Viewer 3 or other similar viewers you can attach multiple tattoo layers.
