Im having trouble receiving gifts and I can't shop in the browser, every time I try to buy something or go to my cart I get this message  

So sorry to keep you waiting. We'll be right back! We've been notified about this issue and we'll take a look at it shortly.

But nothing ever happens. And when someone trys to send me a gift it say they have to wait 8hours and when 8hours pass they get there L's back...This has been going on for awhile now and it really sucks because im missing out on gifts and good deals online plz help ASAP

Hello Chris and welcome to SL Forums. Clear your browser's cache, relog in your dashboard or try a different browser. If the problem remains submit ticket --> Marketplace --> General Marketplace issues. Report the problem there, include the error message(s) you get and wait for a reply. About the gift, the resident who sent you the gift, have to contact the merchant asking politely for redelivery.
