My friend can't reactivate his account, even after being helped here

Hello there ^^

My friend, dextenaortive Resident, tried to reactivate his account. He made a case here on SL support and had been told to ask for a new password in his account managment on secondlife.com. As he did, he recieved this message:  

Your account is currently on hold. You will be redirected to submit a support case in 10 seconds. If you would like to sign in with a different Second Life account, please click Logout.


He asked for my help for the fact, his english in poor (well, mine is really not good at all, but better than him ^^). Someone can help him out?

EDIT: all you answered is correct, but he already did those steps, and was already contacted by LL support who told him the account was activated. But as he tried to change his pass, he got that message again.
