PayPal is a for profit company.  All their income comes from processing monetary transactions.  If you use PayPal to transfer any money either into your account or out of your account, there will be a fee.  It's usually a percentage of the total transaction or a flat rate for smaller transactions.  How much that is depends on what's involved.  Monetary transactions from Portugal to the United States also involve monetary exchange rates that likely incur additional fees.....you'll have to pay all that to PayPal.  They are not in the business do do all that for free or at a loss.  Contact PayPal for the specifics......but there will definitely be some cost for the transaction.
