How does someone set a piece of land to allow all residents to set home?

We have a semi commercial plot of land and we wondering how we allow all residents to set home without adding them to the land group?

But this is what it says:

There are three types of land you can set as home:

• Land you own - It's yours!
• Land owned by a group you belong to - You may have to activate the group to set home there. The land can be set or deeded to the group.
• Infohubs - Public gathering places provided by Linden Lab.

 So I do not see any way they can set home, other than adding them to your land group.

I think they'll have to join the land group.

This isn't too onerous, especially for a commercial area.  Calla Hair used to allow group members to set their store's region as Home.  I used to change behind a big tree there, until I got my own land.
