item purchased in market not delivered money deducted but not in account history

Hello Anchiale and welcome to SL Forums. Check out your Order History. Open your dashboard --> Shopping --> Marketplace --> My Marketplace --> My account --> Order History --> and check out if you can find your purchases there and if they have been delivered. If you see that they have been delievered means that the merchant got payed.

When you buy something, normally you must to wait up to 24 hours. That's what LL officially reports about. If this time expires,  the best you can do is to submit a ticket https://support.secondlife.com/create-case/ --> Marketplace category --> Failed Marketplace Delivery. Explain analytically what was happened and wait for a reply.

Alternatively take a copy of the purchase (by your Order History), create a new notecard, paste there and send it to the merchant asking politely for redelivery.

In addition to the other answer, you must take into consideration it's tne week-end and all merchants don't necessarily come online everyday, they have a RL like you and me. Allow another 3 or 4 opening days before submitting a ticket an also check the merchant's profile to see if he prefers IMs or notecards.
