How do I pay a friend when im not online

You have to be online to send Lindens to your friend. This cannot be done from my.secondlife.com.

If it is something you wish to do on a regular basis you can program an object to pay them when they click on it.  When you compile it, the script will warn you that you are allowing someone to take your money and you have to authorize it.  It is up to you to impose what limits you desire on that payment so they can't steal all your money so be careful.  That will work while you are off line.
