No, in fact there are a number of gaming tables for this that do not exchange money.  Check out the marketplace and see, I've used them without any problems.

I've always thought a Casino Night like we do in RL for charity would be fun.  You get points or tickets that you can then use in a silent auction for donated prizes.

I really don't get why Zynga is ok and nothing else is but then again, I'm not on the LL policy team.
