Can't pay my past due US$ even with a paypal with banking account backing

Question

My account got put on hold for past due US$ but my paypal account has always worked, I now swapped to a paypal account with back account backing as told on the my account page, made sure the agreement has the bank account active but still no luck, my concierge level support ticket for it filed on Monday has still been unanswered, what else can I do?
