What does "Failed to grant capabilities" mean?

It means the sim could not grant the capability for you to teleport.  It's usually a sim problem.  I just can't remember if its the sim you are in or the one you are trying to teleport to.  Try logging into your home sim directly by choosing it from the login screen.  You need to set Me-Preferences-General tab - Start location to Show on login.  Then type the name of the sim you want to go directly to.  See if that helps.
